Performance Evaluation of Traffic Signal Control Along Jabi Bye-Pass Abuja, Nigeria

Abstract
This study evaluates the performance of a signalized intersection along Jabi Bye-pass in Abuja with the aim of proposing improved signal timings, based on observed traffic volumes.
Field data, including intersection geometry, traffic volumes and signal timings were collected at the Federal Medical Center (FMC) Intersection over six days from 6:00 am to 6:00 pm. Traffic volumes were collected using a HIKVISION IR CUBE camera, and manually converted to Passenger Car Equivalents (PCE’s). Peak periods were then identified and analyzed using the 2010 Highway Capacity Manual (HCM 2010) methodology to check the operational performance of the intersection during these hours. Following the analysis, an optimized intersection geometry with additional lanes and revised signal phasing and timing plans was proposed and then tested using Signalized Intersection Design and Research Aid software (SIDRA). Simulation results from SIDRA software showed a significant reduction in lane group delays and the overall intersection delays during both morning and evening peak hours, confirming the effectiveness of the proposed improvements.
